PTNS Coordinator

  • Provide support for phone and email trip notifications and enter trips as needed.
  • Respond to industry, provider, and internal questions and inquiries in a professional manner.
  • Assist with routine database maintenance tasks; training providers, industry, and industry representatives on PTNS protocols and functions as needed.
  • Assist with PTNS and Electronic Monitoring (EM) outreach as requested and with querying PTNS, OBDBS and other commercial fishing databases as needed.
  • Edit NEFOP observer and/or ASM data, and becoming familiar with protocols for all observed fisheries.
  • Assist with the maintenance and updating of PTNS documentation, instructional materials, and troubleshooting guides.
  • Assist with the monitoring of the PTNS website and its system performance, and with monitoring vessel coverage metrics.
  • Assist with monitoring vessels’ PTNS compliance.
  • Assist with miscellaneous data summaries and requests as needed.
  • Assist with viewing, editing and analyzing EM data as needed.
  • Deploy as needed on shadow trips, trip trainer trips and probation/priority (Data Quality) trips.
  • Review and/or editing raw data logs for completeness and accuracy, contact observers and/or ASMs to verify inconsistencies, and solve data recording problems as needed.
  • Attend PDT meetings to stay updated on future rule and regulatory changes.
  • Be available for periodic overtime as well as regular weekend assignments.
  • Participate on research cruises aboard NOAA research vessels.

Minimum Requirements

· Must have a minimum of one (1) year of relevant experience.

· Provides strong leadership, direction, organization, guidance, decision making and conflict resolution.

· Possess demonstrated proficiency in using Oracle database systems (11g and 12c).

· Possess the ability to handle multiple projects and deadlines with flexibility between tasks.

· Be capable of working as part of a team to define and refine user requirements.

· Possess experience using IT systems.

· Demonstrate experience with project management tools such as Agile, JIRA, etc.

· Demonstrate experience utilizing or designing complex analytics/information systems.

. Some on-call after-hours work is required.

· Demonstrate experience in fisheries management and monitoring.

· Demonstrate experience using statistical programming languages such as R.

· Program planning and management in a team environment.

· Develop performance metrics and milestones.

· Develop and monitor resource investment strategies.

· Work with marine fisheries information programs or other science-based programs.

· Proficient in current MS Office software programs.

· First Aid CPR AED (Red Heart Association or equivalent).

· Valid Driver’s License.

· NOAA Marine Safety Instructor Training (MSIT) certification.

· NOAA Safety I, II and/or III Advanced Observer Marine Safety Training.

· NSC Defensive Driving course.

· Bloodborne Pathogens Training.

Salary varies with experience.
